As you are aware, the supplementary agreement

was originally drafted on the assumption that it would be signed either at the same time or subsequent to the

completion of the main agreement. The Company has been prepared for some time to take over the working of the existing services but it is not in a position at the present time to commit itself to the terms of the main agreement, as this involves questions of policy concerning the suppression of cables, which are still the subject of discussion with the Advisory Committee. 4.

The Company therefore desires to suggest for the consideration of the Secretary of State that it would be convenient to both parties to proceed with the completion of the supplementary agreement, in order that the services may be taken over as soon as possible leaving the question of the main agreement

in abeyance.
